Deliverance should work on second hook stage

I have been thinking this for a while and even if Deliverance is not a bad perk but it can be totally useless perk very easily. So I would suggest a change to make it also work on second hook stage but only if it was not used on the first hook stage. So in short you still would only be able to use the perk once during the match but now it at least is not totally useless if you get hooked first or before you manage to unhook someone to activate it.
