Can you code charms to change outfit colors?

Tubarão is so cute, but I want alternate colors.

My sense of fashion thinks charms are distracting. I do not use them, and probably never will. Can you instead take advantage of that, and make a charm that changes the color of the outfit I am wearing? The charm itself would be invisible on the character.

Neopets did a similar idea with the Be-Gone! sprays.
