SUMMARY OF THE ISSUE: Balanced Landing will always remove fall stagger even when exhausted

PLATFORM:PC

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

Use Balanced Landing, Fall off a high place, No stagger.
