Super smooth FPS on UI/Menus/Bloodweb after match, then it slows down

SUMMARY OF THE ISSUE: After a match, when I leave EGC, the UI in general (specially the bloodweb) has its animations happening very fast. It's specially noticeable on the bloodweb, where you can quickly (and smoothly) buy stuff; it feels very good.
PLATFORM: PC/Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: After a match, go spend some BP in the bloodweb and notice how its spent very quickly; pay close attention to the "loading" icon in the bloodweb between levels.

Notice how fast the loading icon is at 14 seconds, but how slow it is at 18s. It's not just the UI (in bloodweb's case), it affects how quickly BP is spent too (specially when auto-buying).
