How would you fix this perk to make it better?

My idea:

Remove the TR component, make it map wide, and make the Blindness/Exhaustion debuff just apply to whoever is involved in the interrupted heal that’s injured until healed. So no timer, they could remove it immediately, but it could also a stay a while till they get healed or if they just refuse to heal.

Basically would do nothing to anyone just failing a skill check since it would get removed immediately. Would only generate value if the killer was actually involved in the interrupt. Removed the terror radius component since requiring that basically makes any of these type of perks bad as well as not having that part makes it usable for more killers.

Too strong or?

Alternatively we could just make it like a 60 second debuff which would weaken it for the people the killers pressuring but now just random people missing skill checks it would start punishing. I thought my first way keeps it only rewarding the killer for being involved and not just free and it wouldn’t punish newer players more that are just missing skill checks.
