Doctor Challenge “Mad Skills” Tome 15 Won’t Complete

I have tried multiple times (spanning different weeks) to complete the Mad Skills Doctor challenge in Tome 15 but no matter how many survivors I inflict Madness 3 on it doesn’t register me as completing 3 survivors having it inflicted on them in the same match

PLATFORM: Xbox

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Step 1- I selected the challenge. Step 2- I played the game as Doctor, shocking survivors repeatedly to get them to Madness 3 in order to complete the challenge. The challenge meter did NOT record any of them live in game which made me nervous that it wasn’t working. Step 3- In end game the challenge was not registered as completed. Step 4- I tried de-selecting and re-selecting it to see if that would fix it. Step 5- Tried playing as Doctor again, same issue. Step 6- Left it alone for a number of days. Step 7- Tried it again today after completing a number of other killer challenges to see if that had fixed it. Step 8- Same result, still will not complete.
