Does the haste stack with clown bottles?

What I am wanting to know is does nothing stack with Clown bottles?
If that's the case, that might actually be the worst change they have done for killer?
I understand the idea of not stacking perks, could be a buff in some ways but for killer powers, haste is just gone and I hate that.

It's such a stupid change and so many perks will be useless on Clown now. Huge Clown nerf so I hope they buff Clown in some way to compensate because he's getting gutted with this.

It's addons as well. More than 50% of the killer roster has base kit or addon haste/hinder effects that are being neutered by this.
It should only be perks not stacking, not abilities or addons.
