Sudden heave FPS drops?

SUMMARY OF THE ISSUE:

I play like 4 games in 60 FPS and all of the sudden it's dropping to constant 18-25 FPS.
Happens every time i play no matter if I tab out or not, have other programs up or not etc….
What's going on? Anyone else having this problem?

Noticed it around the time of the Tokyo Ghoul DLC.
