Strange interaction with Spies from the Shadows and Primm Rose

While using The Lich on the Primm Rose swamp map I got Spies from the Shadows activation on the main boat. Do note that the remaining survivors were not on the boat. 2 were on hook and the other was on the ground. The fourth survivor was no longer in the game.
