The game defaults to full screen no matter what I set it to previously

SUMMARY OF THE ISSUE: Every time I launch the game it's set to full screen even though I set the game to full screen windowed
PLATFORM: PC (Steam)
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: 1) I log in
2) The game is set to full screen so I change it to full screen windowed
3) After playing the game I log out.
4) I log back in later and the game is set to full screen again.
