Ghouls pallet/window vault problem
I have been playing him and against him for a while now and I think his main problem is this. He should not be able to latch on survivors on the first leap. This gives him basically free counter to pallets and windows as the survivor can't get distance at all when he can just pull up his power and leap over the pallet or a window same time slowing the survivor down. I would understand if this would be possible on the second or third leap but it being possible on the first just creates situation where the survivor is usually screwed if he drops the pallet or screwed if he doesn't or if he jumps window. I would be totally fine if he used the environment to do it on first leap but him being able to use the survivor and the lock on hit that he has to do it makes it mostly no effort move. That creates situations where its either stand off on the pallet that most likely survivor lose anyway or he just leaps over the pallet and downs the person because they can't get distance. Make it so that he can only interact with the environment on the first and then second or third target survivors.
This is the main problem he has I don't mind his fast movements or the first hit being quite easy but this being able to latch on first leap just is not working in my opinion.

I would revert almost all of the other nerfs and change his ability to vault pallets and windows by making it the default vaulting speed, unaffected by vault speed perks.

Ghoul should not be able to freeze a Survivor in place with the Kagune Leap, his mobility is already great enough you can allow the Survivor as far as possible and it wont matter. Also the Hindred effect he gives is ALSO unnecessary, the Killers dont need that much help.

Behavior this is what you need to do to make The Ghoul more faceable. If this is done I would say people would be more happy with him and I don't even get why he needs to be able to latch on on first leap.
