There are usually not enough servers in European region, and ping really affects some situations so much that it kills the gaming experience. For example, the lowest ms I've ever gotten (due to the country I live in) is 60, and I play on average between 70-80ms and I keep getting hits from killers that shouldn't be happening, I'm not the only one experiencing this, thousands or even more people are experiencing ping issues due to insufficient server support. The old Spine Chill was very helpful in this regard. You need to rework this perk so that it does not affect stealth killers and give it vault speed again. I would be glad if understanding people comment and support the problems experienced due to this ping
