Gained Condemned Stack While in a Locker

SUMMARY OF THE ISSUE: while fully in a locker, an Onryo teleported and I gained the final stack of condemn. I was under the impression that this prevented stacks of condemned. Unsure if it is a bug or change in recent patch.
PLATFORM: PC-Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
- Enter a locker
- Onryo teleport to nearby TV
- Gain condemn stack, instead of being protected
