Add option to hide unwanted perks from perks screen

For now game have search option to speedup perk search but it is not perfect solution as sometimes you forgot how perk called so i propose to add also option to hide unwanted perks from perks screen so this way you will get much shorter perks list that will improve needed perk search. Why hide unwanted perks is good idea because many perks not very good anyway to use them so why not just hide them and decrease clutter in perks list. Ideally need to fix useless perks but that is very unlikely to happen so at least give option to hide unwanted perks.
