SUMMARY OF THE ISSUE: Medkit with add ons do not fully heal survivor
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
in Chaos Shuffle, a Purple Medkit (24)+ Green Gauze (10)+Yellow Wrap (8)=42 charges in theory should be more than enough for 2 full self heals. But I only get 1.8 heals out of it.

You need 48 charges to do 2 self heals. Because it has a 33% efficiency penalty.

Also: Did you by chance get Botany Knowledge as perk - which would further reduce the heals.
