Why so few event offerings per bloodweb?

Even on a level 50+ web I’m just seeing one per web.

+1 very annoying
It also forces you to level up the character you want to play. I want to play Spirit for instance but I already have every perk on her so I don't want to keep leveling her up just to be able to get the offerings and participate in the event.
