Rapid Brutality never activates

SUMMARY OF THE ISSUE: Rapid brutality does not activate when playing Nemesis no matter what, never granting haste. Not tested on other killers.

PLATFORM: Steam

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Equip Rapid Brutality and play the Nemesis.

    All basic attack perks aren't working on him. Including survivors being exposed. And yes, its only on him.
