Why does Wesker have a 40m terror radius?

High mobility and ranged killers were given larger trs and lullabys but I dont think wesker falls under those categories anymore.
He travels ~7m with his first dash, and ~14m with his second. About 21m in ~2s after which he suffers a hefty 11s cd.
Compare that to Blight who travels 27m in 3s with just 1 rush, or billy travelling at 10m/s to 12m/s constantly, or Kaneki travelling a possible ~30m in one leap.
I dont see why he deserves a 40m if he cannot surpass his tr in under 5s like the others?
