Cross-progression has taken away all my quest progress

SUMMARY OF THE ISSUE: Recently I synced the progress between my pc, on which I play now, with my ps4, where I played when I first found out about the game. This has synched my tome/archive progress, but I've lost all my quest progress. However I'm still at level 37 in the rift.
PLATFORM: Steam
PLAYER LOGS:
- Player logs are required from PC players only.
