Brute's break speed bonus incorrectly goes on cooldown

SUMMARY OF THE ISSUE: Brute's 25% break action speed bonus goes on cooldown when you trigger team skill's secondary effect (haste for the teammate), despite the cooldown only being mentioned for the haste effect. 25% break action speed is supposed to be a permanent bonus, as per description.

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

1. Break gen or a pallet near teammate
2. Break another gen or pallet within 30 seconds - you will not benefit from break action speed this time.

It says the entire skill goes on cooldown, which includes the breaking bonus. It even says "during which you lose the increase to the break action speed."

Are you saying while it's back up you don't get the bonus? I've been getting it fine.

If you give your partner haste, you lose the breaking speed bonus until its back up. You don't break faster for 30 seconds.
