Gained a hook state instead of transferring a hook state over.

I don't know if there is a trigger, maybe the Survivor had a skill check when I used Shoulder the Burden, maybe it is a perk interaction bug. I am not certain, I only know that after unhooking someone on their second hook state while I had 1 hook state, instead of removing their hook state they kept their hook state but I gained one. Might also be a visual bug.
