Is Kaneki Intended to Cancel Power During Leap?

Hey y'all, just wondering if it's intended for The Ghoul to be able to cancel their power while still moving during leap. Currently The Ghoul is able cancel their power whilst still moving during a leap, and I believe that it ignores most of the slow from canceling the power. I'm unsure of this is intentional, but it seems like something worth asking.

    It‘s 100% Intentional. There is no way for it to be otherwise.

    I'm assuming that it's supposed to be a part of his kit since it has been there since the PTB.
