Is there an ETA on the SM rework? If not, is there some way to get a refund?

I'm feeling a bit frustrated because they intentionally nerfed her so badly that no one would want to play her like 8 months ago, and apparently they're still in the "Microsoft Paint" concept art stages of actually reworking her. I guess I feel more than a bit robbed. I spent money on the character and money on the skins, and I feel like BHVR just took my money and gave me the middle finger. So is the rework coming soon, or is there any way to get a refund for a product that the devs have intentionally left in an unplayable state for almost a year?
