Why introduce „None are free“ when „cruel limits“ exists?

I‘m sorry but I don‘t get the thought process here. Cruel limit has a duration of (30 x 5 - what overlaps=) 150 seconds while non are free has only 16-64 seconds.

Let‘s start by comparing those two perks effects.

Cruel limits blocks you all windows everytime a gen gets done. This is very helpful in a lot of situations and can help to either get downs easier or to remove pallets faster from the game.

Non are free is only active for a variable 16-64 seconds and blocks windows and pallets at the worst possible time in the game. In endgame you should already have broken the majority of good pallets, which means you don‘t need its effect and cruel limits has half of its duration without any downsides/conditions. I don‘t even need to mention that survivors can easily wait it out and hide for its duration, which makes the perk even less useful.

Cruel limits was already not a super good perk and they introduced a way worse version of it. So let me ask you, why not just merge both of these perks by giving cruel limits the effects of none are free and rework none are free?

New cruel limits would have the exact same effect as currently only that it blocks pallets as well in endgame and you can increase it‘s duration in endgame to 50/70 seconds depending on whether or not you archive to hook all three/ four survivors for at least once.
