FRIEND REQUESTS / NO ABLE TO JOIN JUST AFTER ADDING SOMEONE

SUMMARY OF THE ISSUE:
When i try to add someone on steam, i can't see it directly in my friend list, so i can't join the player. I've to wait like 5 minutes before the players shows up and can join him. Even when i try to join using directly steam, the games shows a window message : The invitation failed to accept.

PLATFORM: PC / STEAM

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

1 - Add a steam player to your friends.
2 - He will not show up on your friend list until like 5 minutes after when you restart your game.
