You want to be a Killer with your friend? You want to revolve the Killer role into a teamwork based game mechanic?
But the existing Killers would either be over powered or under powered... Balancing is hard.

Basically "what's this?" you ask. I was mulling over something similar to the movie "Scream"s killers. I had a bunch of ideas. This is one of many but it seemed fitting.

Some Simple Lore:
Basically the one if not all the Survivors are sick of being hunted. In a twist of events a Legion is killed in a freak Palette accident. Leaving a survivor to play the killer. This isn't the first Legion to be over powered in the Entities sick games. But he allows them to live.
The Survivors are somewhat weak though. Meaning they have been paired as a duo to be killers together against their 4 friends... friends no more though... now they are prey. What they thought were allies... are in fact the killers in disguise.
Brief simple backstory aside, hopefully you get the idea of what i'm trying to make.

Appearance:
Let's say these are The Legionaries and they look loosely similar to The Legion masks. But they are... smaller and the stance they take is more laid back and distracted by their weapon. They take a more Masked Survivor look of attire.
The knives they would carry have been switched out for a butterfly knife each. These are simply to look flash and give there deceptive properties a noise and visually distracting weakness.

Now this is going to be a mess of an explanation. Bare with me.

Ideas on Abilities and Capabilities:
So... As this specific killer is weaker and they need two of them. They are a little slower than average Killers but gain a higher chase speed, they take longer to interact and any form of blind or stun lasts longer, carrying slows them down and they can;t attack while carrying having to rely on their team mate to fend for them. They need a little more than average attacks to down someone but they strike and recover faster. But chasing and spamming slash isn't your strong point.

This Killer has abilities to "Blend" in with other survivors. They can hide in lockers, jump palettes (slower than survivors but not break them) and you come "in pairs". They have two a press to switch main abilities:

"Blend": They fold their knife and pretend to be the furthest away survivor/s from the killers current location. At a certain close distance the folded in knife can be seen in the blend killers hand (as if the holding a flashlight but just a knife handle), getting closer to the blended survivor allows the blade to be shown (out drawn blade appears on the killers screen), and when the blended survivor is right on top of them the arm is raised in a "stabbing" position. If the blended Killer manages to strike his target in this form his blend is undone. It will also trigger the ability "In pairs" if your team mate is close enough. It takes two of these to down someone.
A tell tale way of knowing who the killer in disguise is that they'll let out a cough every so often alerting you he's blended near you.
To avoid being seen with your knife in your hand you can "work on a generator" (how nice) though you aren't actually and it's all part of blending in. If others work on the same generator with you it instantly acts as if a check has been failed and blinds the survivors. As you've sabotaged it. The more Survivors affected by the blind the more damage you've done to the Generator.

"In pairs": This is your other ability. It allows you to ambush your victim injuring them and delaying them for you friend to also active "In pairs". When stationary and "In pairs" is activated your killer will stand still, lose the red eye glow and other sounds the killer makes. Instead they will start playing with the butterfly knife almost waiting or passing time. The "Clink clunk" of the butterfly knife being played with can be heard however. When a survivor is passing you at close proximity to being stationary for a while you lash out and hold them in place (like a cutscene) quickly thrusting your knife into there abdomen and then letting them go shortly after. this allows them to run unless they are already wounded to the point where letting them go downs them. If your fellow killer is close enough while the little cutscene plays and they activate "In pairs". They will prolong the cutscene with a knife to the back and the survivor will tumble to the ground downed. The best way to utilise "In pairs" stationary is to wait around a corner or a loop area while your teammate chases a survivor and spring your calculated trap.

When hiding in a cabinet you are practically invisible to the usual Killer gimmicks except you're still letting out coughs but it's less of direct area, similar to a throwing of your voice in the vicinity. This causes player paranoia if near two survivors as they may doubt each other. If a survivor happens to pass your cabinet press attack the moment they are in front of you, you will lash out and "In pairs" activates.

What sort of builds will they have?:
So the duo's Add-Ons will effect the other players killer not themselves. (Things like Team mate moves faster the closer they are too you while "In pairs" is active or team mate coughs are less likely etc)

Perks... I can't think of any cool ones except some things that make you less suspicious when hiding. Viewing those you or teammate is near when in "Blend" etc.

These are just simple foundations for the idea. Tweaks should defiantly be made but I hope you like the base idea I'm going for and I'd like to see something similar in future. Please let me know and support this if you'd think Killer Co-op oriented play would bring a new side to Dead by Daylight... Thanks.
