Is The Unknown's anniversary mask bugged or something?

So the past year, the Unknown's anniversary head has had the male voice instead even though it's feminine presenting. I was wondering if this was a bug or if it was intentional.

    It would some times use the female voice for the default as well.

    Its just bugged lol
