how do you pick up survivors under pallets?
you can always be stunned, and the length of the animation means that survivors dont even have to be particularly close to be able to do so
if you step away from the survivor for even a second they are instantly revived using a perk that gives them endurance and haste
no perk for killer offers any option to this scenario
what are you actually supposed to do?

This situation can be handleled in different ways, assuming you're going against a competent team and you don't think they're on gens and they've shown to be aggressive with their altruism, then the best you can do is "fake" the pick-up, with ghostie and pig it's much easier with crouch or putting on party hat on the slug, but for most other killers it's not so simple unfortunately.
You unfortunately have to patrol the area around the pallet before picking up, if you strongly suspect someone is around but you can't find them then it's best to leave the slug on the ground and go pressure gens or other survivors, same goes for flashlights or flashbangs, you just have to keep your head on a swivel and use your best judgment on when to pick up and when to slug.

If ur being hit by Pallets then there are 3 ways I normally handle that situation. Always bait Pallets to be dropped and just break them always remember there are only limited amount of Pallets so soon they won't have pallets. Allows look around before picking up near a pallet with some Killers like Trapper who can set a trap on one side of the Pallet and just simply pick up on the other this. If you can Allows try to hit the survivor in a way they fall away from the Pallet so they can't just crawl near the Pallet. Be aware of Power Struggle this Perk for survivors isn't counterable if they always allow you to down them over a pallet the best way to counter this is to Slug them all game if there doing this.
