Massive FPS drops on high end cards (hitching)

A few updates/months ago this game ran butter smooth on Ultra settings on a GTX 1070, with rarely any severe stutters. I don't know what is causing this but a few months ago the game started having massive FPS drops at random moments throughout a match, which happens almost every match.

Now I know my card isn't the latest and greatest but I don't believe the issue is limited to cards like mine, because I have seen several streamers experiencing this same kind of hitching on high end cards of a newer generation, like an RTX 3070 or even an RTX 4080. Many other players say they are experiencing the same issue in-game as well.

The hitching is intermittent, so most of the time the game runs perfectly smooth and FPS is high. But then every so often there is a massive FPS drop and the game freezes for a second which interferes with gameplay.

    I also have the same card and facing high FPS drops myself. FPS drop like from 120 to 1-30 sometimes, it's so bad
