Bug Reports are used to report Bugs/Glitches so they can be fixed. Putting other reports or content that does not belong can slow down BHVR since it gives them more reports that have to go through.
Reporting people who break the game's TOS/EULA is an entirely different thing. Please make sure to file a proper report so proper action can be taken!
