Servers Lagging or Just me?

I'm a returning player. I'm on OCE Servers and every 5-10 seconds I would be teleport back to where i was as a few seconds ago. I'm on Ethernet; 10MB Download, 2MB Upload and I have no issues playing any other online game. Occasionally it would just kick me from the server as well. Is it just Me or the Server?
