Proper trapper buff

As stated lately here's mine idea of buffing trapper to get him more in line with other killers.

  1. Trapper can set and reset trap in 8m range, while holding the power button press the atack button to set or reset trap instantly.
  2. When survivor is trapped, trapper gets 10 % haste untill survivor is rescued or picked up. (this doesn't work on either set up or reset as it would be abused mid loop to get old SM treatment).
  3. All trapes are hold from start game and no capacity exists anymore.
  4. Every 60s one random trap becomes set basekit.
