Haywire clarification

When it hits over 80% does it regress back to 0 or only 80% as seen few people arguing about it?

I would guess it regresses back to 0, because on PTB it was 50 % and there is no way they would nerf it. It's pure purpose is to force EGC, so must be it.

Considering how it will regress the progress, it could go to 0%. We'll find out tomorrow anyways.
