Bulk bloodpoints spending buys shared perks that are already available

SUMMARY OF THE ISSUE:
Shared perks from survivors at 1st prestige are automatically available on all survivors on tier 1, but bulk spending still buys them just like universal perks from the bloodweb.
Also, seems like the total amount of purchased perk-tiers is always 1 less than the number of upgraded levels.
PLATFORM: PC/Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURRED:
- Select any survivor who has perks from other survivors on tier 1
- Use bulk spending for a few levels on this survivor
- Verify that the summary pop-up shows that these perks have been purchased on tier 1
