The effect only last five seconds after he leaves the area of effect of the axe. You take about that five seconds to start the chase again with Steve. So to me it looks like he was totally possible to have got rid of the effect before he vaulted the window.

Maybe but i feel like he didn't stop running, but maybe im wrong.
