Blinding Light randomly appearing

SUMMARY OF THE ISSUE:
I have been getting this bug for some time now, normally it's a blinding light coming from the basement or killer shack, sometimes it's darker and it paints everything it gets over, I tried messing around with the settings but nothing seemed to work, I also attempted to try the colorblind modes but it just changed the color of the effect
PLATFORM: Steam, PC, Laptop
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURRED: It's just random, sometimes it happens, sometimes it doesn't, that's why I can't get it
