Remote hooking does not work on elevation

SUMMARY OF THE ISSUE: Remote hooking is not usable on hooks that are slightly below or above your character

PLATFORM: ALL

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

  1. Try to remote hook on a hook above or below you

    pretty sure this is not a bug so that killers cant constantly put people in the basement.

    I cannot determine the extent to which this is an expected specification, as even a slight difference in elevation may prevent it from being hooked. It is not "Not a bug" status, so I expect a comment from the developer.
