Vigil Reduces Sprint Burst Cooldown Too Much

Description:
The Vigil perk appears to be applying an incorrect cooldown reduction to the Sprint Burst perk.

Expected Behavior:
At 40% efficiency, Vigil should reduce Sprint Burst's cooldown from 40 seconds to 28.5 seconds.

Current Behavior:
Sprint Burst cooldown is reduced to 24 seconds, which is more than intended.

Steps to Reproduce:

  1. Equip Sprint Burst and Vigil (Tier 3, 40%).
  2. Use Sprint Burst and observe cooldown timer.
  3. Cooldown ends at 24 seconds instead of expected 28.5 seconds.

    Its 24. From wikia :

    • Game Vigil III: -40 % Effect duration
      • Game calculation: 40 seconds * (1 - 0.4) = 40 seconds * 0.6 ≈ 24 seconds
