Twisted Masquerade quests will not complete

SUMMARY OF THE ISSUE: I completed about 23/24 quests for the twisted masquerade event and it remains at 19/20. I have not been rewarded for my efforts.
PLATFORM: PC/Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: You tell me. That's why I am asking for help. I have no idea how it happened.
VIDEO: None but I have pictures.
PLAYER LOGS: Where would I even get this? Not sure this is relevant.
