Masquerade Collective Quest not updating

SUMMARY OF THE ISSUE: The Final Masquerade Collective quest is stuck at 17/20 Masquerade Quests completed and no matter how many I continue to complete it doesn't progress.
PLATFORM: Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
1. Completed some Masquerade Quests
2. Saw that the number didn't change from 17/20
3. Completed another one
4. Still didn't progress from 17/20
Here is the video showing that I completed at least 20 of the quests and my logs as requested
