Rift Pass Completion Quest stuck at 47/48

SUMMARY OF THE ISSUE: No matter how many Rift Quests I complete I am stuck at 47/48 on the Rift Pass Completion track and can't unlock the last banner.
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

Rift pass shows 52/59 quests complete but the Rift Pass Completion Quests is still stuck at 47. I completed a killer quest, a survivor quest, and 3 either or quests. Nothing worked. I uninstalled and reinstalled the game. Did not fix the issue. How can I get this banner unlocked?
Second screenshot shows the same thing after completing 2 more killer quests, bringing me to 54/59 and still stuck at 47/48. I tried completing quests in Twisted Masquerade and in regular game play. None counted it.
