Are we no longer going to own the characters that we purchase?
in the recent PTB the owned icon on characters has been changed to saying unlocked same for cosmetics, I don’t know why they would change this specifically, but this genuinely makes me fear that we no longer own the characters that we purchase.

You don't even own the game in general, just the license to play it as far as I know (at least on steam) xD
But like @VibranToucan already said it's better presented like this. They did that probably so they don't have a problem with the law in the future I believe, especially now that the laws regarding to games and ingame-transaction are discussed so much.

You have never owned these characters.
The EULA has stated for as far as I remember:
"Virtual Goods are licensed to you, not sold. You do not own the Virtual Goods, and you acknowledge and agree that all Virtual Goods represent a limited, personal, nonexclusive, non-transferable, non-assignable and fully revocable license to use the Virtual Goods, for your individual, non-commercial, entertainment purposes only. You have no right, title, interest, or ownership in or to any Virtual Goods. We may terminate your license at any time and at our sole discretion."
This change is just a better representation of how things are, how things always have been. I think companies being transparent with the power they hold is a good thing.
