A way to get the Legacy Character Portrait on characters who previously did not have it?

What I'm talking about is the red markings on character portraits here:
I think it would be nice if there could be a way to get this portrait on characters that previously did not have it, and my idea for it is that it would involve getting said character to P100.
Once you get them to P100, you unlock an option in the bloodweb to COMPLETELY reset all progress on that character. Just like the old prestige system, you lose ALL your items, add-ons, offerings, and perks. This means that despite the new prestige system, you still have to manually level up all your perks again, even though they should automatically be unlocked from other characters.
Perhaps an exception could be made to not remove limited-time items/add-ons/offerings, but I feel this kind of defeats the purpose of it being a sacrifice for devotion to your character.


And before anyone calls me crazy over this, the point is that it would show your dedication to the character you did this on. Perhaps to give it more incentive, it could unlock an option to have a toggleable texture on all outfits, similar to how the original legacy outfits looked, or something in the same vein. This way, it isn't just one outfit that you can use it on, but rather it can apply to ANY outfit.
However, I would understand if this is not possible due to some licensing or technical issues, so even just a single outfit would be nice, but a toggleable texture layer would be nice

    I doubt it, cause it was a nod to veterans who earned it by playing to P3 back then.
