"Stretching your Resources" tome challenge impossible after Streetwise rework

SUMMARY OF THE ISSUE: you cannot complete the tome challenge 'Stretching your Resources' from Tome 18, chapter IV. This requires you to extend the time you use items, which the perk no longer does. It does give more base charges to items from chests, but this does not count towards the quest (I tested in game).
This sucks because now in order to complete the tome I have to get 8 green glyphs.
