Visionary Tool Tips Tier Reversed

SUMMARY OF THE ISSUE: Visionary's tool tips are reversed for their levels 16/18/20 instead of 20/18/16 like it's supposed to be. Uncommon/green have the lowest cooldown and Very Rare/Purple have the highest cooldown but the cooldowns are playing correctly in game.
