Improving bulk BP spending?

Is there any chance the bulk BP will be improved? I always try to bring BP offerings that apply to everyone each game. As you can imagine I'm always running low. I just used the 5mil compensation on one survivor. Got 6 BPS out of it. 6 BPS for 5mil BP is not good!
