Bot not able to unhook

SUMMARY OF THE ISSUE:
A bot came to my hook and continuously walked/hugged me on the hook but never unhooked me. Interestingly, they were able to unhook someone else (from a different hook). I'm including another video from when I spectated the bot going to perform an unhook because I think it may shed some light on what's perhaps a bugged hook.
