Is this old tome challenge bugged or you can't use Legion's Frenzy?

I have been trying this all day as Legion and am wondering if it is a bug or doesn't count towards this old challenge? Also if it doesn't count any suggestions on how to do it with specific killers would be greatly appreciated.
