Name: The Shadow

Realm: Coldwind Farm

Terror Radius: 28 meters

Power:

Paranoia: When the power bar is full, press the power button to activate Paranoia. While active, survivors within the terror radius scream every 2-5 seconds and hear the terror radius as if you were directly behind them. Paranoia lasts 20 seconds.

Perks:

Creep: Whenever you are out of sight and there are no survivors within the terror radius, you have 7/10/13% haste.

Hex: Insomnia: At the start of the trial, a dull totem is lit and becomes a hex totem. As long as the totem is lit, the obsession has exhausted, blindness, and hears frantic, whispering voices when within 28/24/20 meters of the totem.

Paralyzing Fear: Every 5 seconds a survivor spends within your terror radius while not in chase, they gain 3 tokens, up to 24. For each token they have, they also have 1% hindered. Every 5 seconds the spend outside of your terror radius, they lose 4/3/2 tokens.

Ultra Rare Add-ons:

Empty Window: The sight of you causes fear. Losing sight of you causes even more. While Paranoia is active, survivors do not hear the terror radius but are still affected by it.

Iridescent Eyes: Whenever Paranoia would cause a survivor to scream, their aura is revealed for 1 second instead.

    On the Killer:

    • No Killer has a 28 meter Terror Radius; this Killer wouldn't be overpowered if they had a 24 meter Terror Radius, but given the power is based on Terror Radius, shouldn't the Shadow at least have a 32 meter one?

    On the Power:

    • How does Paranoia charge?
    • How does the Shadow deal with looping?

    Simply put: Killers can't be this simple. This is one power that has no actual effect—it's good detection and can scare new Survivors, but it doesn't help the Shadow do anything better than a Killer with no power at all. The Doctor is a Killer who currently exists that has a VERY good power in terms of detecting Survivors, while also having a decent anti-loop power. The Doctor is not a good Killer; you should probably aim to make Killers substantially stronger than Doctor, aiming more for Killers somewhere between Wraith's and Artist's power level (a big range, but all Killers in that range are pretty decent).

    On the Perks:

    • How does Creep interact with Killers that go invisible? Also, it's quite abusable currently: Killers that can go Undetectable get effectively 3 tiers of Bloodlust for free with this perk.
      • This could be rectified by putting a range into the perk itself; for example: "Whenever you are out of sight and no Survivor is within 24 meters of you…"
    • Hex: Insomnia isn't strong enough to justify being a Hex perk; it doesn't actually hinder the Obsession at all, and even helps the Obsession find its Totem. I'm not sure what your idea behind this perk was.
    • Paralyzing Fear is decent on most Killers, but consider how awful it would be to be Hindered by 8% against Blight, Hillbilly, or Kaneki—three Killers that are absurdly strong and have 40 meter Terror Radii.
      • It's difficult to do, but designing perks that help weaker Killers more than stronger ones is a good design ethos to aim for usually, and helps make more balanced perks overall.
