Can I use Hex: Plaything for Tools of the Trade?

Like the title says.

I currently try to get most achievements done on Steam and was wondering if Hex: Plaything can be used for this, as it comes up when searching for the general perks. But at the it's the unique perk for Pinhead, as I own the chapter. And I don't wanna do several try'n'error only to find out that it doesn't.

    I own Cenobite and used his perks to get this achievement just last week, so yes you can!
